The agreement(s) will retain authority over the management of the Waters of the Great Lakes Basin and enhance and build upon the existing structure and collective management efforts of the various governmental organizations within the Great Lakes Basin.

The Governors and Premiers also commit to develop guidelines regarding the implementation of mutually agreed upon measures to promote the efficient use and conservation of the Waters of the Great Lakes Basin within their jurisdictions and develop a mechanism by which individual and cumulative impacts of water withdrawals will be assessed.
The Decree also establishes a Law Enforcement Committee (LEC) as the primary body for consultation and collaboration on enforcement issues pertaining to the fishery in 1836 Treaty Waters of the Great Lakes.
The purpose of this Agreement is to restore and maintain the chemical, physical, and biological integrity of the Waters of the Great Lakes.
The Parties acknowledge the importance of anticipating, preventing and responding to threats to the Waters of the Great Lakes.
The purpose of this Annex is to contribute to the achievement of the General and Specific Objectives of this Agreement by preventing and controlling vessel discharges that are harmful to the quality of the Waters of the Great Lakes, through the adoption and implementation of regulations, programs, and other measures that facilitate coordinated and cooperative implementation and enforcement, where appropriate.
