La parte actora solicitó la suspensión provisional del inciso segundo del artículo 1, de los literales “a” y “c” y del inciso quinto del artículo 2, del inciso segundo del artículo 3, del inciso final del artículo 4, así como del artículo 5 del Decreto 92 de 2017, “por el cual se reglamenta la contratación con entidades sin ánimo de lucro a la que hace referencia el inciso segundo del artículo 355 de la Constitución Política”.
