DECISION ON THE CONTRACT AWARD. 8.1. The Commission shall analyze, assess, compare and evaluate the submitted offers, and prepare the ranking sequence of offers. The offers shall be included into this ranking sequence in the price ascending order. When there are several offers with the same price, the Supplier whose offer was received first, shall be included higher in the ranking sequence of offers.
