The plenipotentiaries of the governments of the member countries of the Universal Postal Union, having met in Extraordinary Congress at Riyadh, in view of article 29.2 of the Constitution of the Universal Postal Union concluded at Vienna on 10 July 1964, have, by common consent and subject to article 24.3 of the Constitu- tion, adopted the following amendments to the General Regulations.
