GENERAL INFORMATION. 1. Location of the implementation. Municipality Razgrad. 2. Contracting Authority. Enterpise for management of environmental protection activities (EMEPA), city of Sofia. 3. Basis and subject for the award of this contract. Project "Research and Development of Pilot models for environmentally friendly collection and temporary storage of hazardous household waste ", envisages the construction of pilot centers for the collection of household hazardous waste and launch activities for collection by creating a sustainable system enabling local authorities with possibility to fulfill their obligations anticipated in the legislation, for collection and neutralization of hazardous wastes. The scope of activities includes design, construction, equipment and commissioning of five pilot municipal centers for collection of hazardous household wastes and supply of mobile collection points, with which the population of 22 Bulgarian municipalities should be serviced within the framework of the Project. The system for collection of household wastes is directed at the population of 5 municipalites, which the pilot centers will be built up in – Shumen, Razgrad, Levski, Saedinenie and Sozopol, as well as the serviced by them 17 smaller municipalities – Veliki Preslav, Smyadovo, Kaspichan, Hitrino, Loznitsa, Samuil, Isperih, Zavet, Tsar Kaloyan, Pordim, Nikopol, Belene, Maritsa, Kaloyanovo, Hisarya, Primorsko and Tsarevo. To increase the effect of the project are provided for national and local information campaigns to ensure the public knowledge about the types of hazardous domestic waste and the benefits of separate collection and transmission. The site envisaged for the construction of large municipal pilot center, the subject of this contract, is chosen after a thorough study of geological and topographical characteristics of the area, determining the optimal distances to serve the municipalities’ communications security, compliance with safety zones to residential zones and opportunities for future expansion. The reason for its construction was the objective need for a solution of the problem for temporary storage of waste in the region, covered by this Lot. This tender procedure plays a key role in the realization of the project and its subsequent impact on the population. In accordance with Art. 3, para. 1, p. 1, letter "b" of the Public Procurement Low, the object of the procedure is concentrated on the provision of design services, implantation of Autor’s supervision and implementation of works activities to build a municipal pilot center to serve environmentall collection and temporary storage of hazardous domestic waste. 4. Specific objectives of the contract The specific objectives of this contract are related to: • Preparation of quality Works (investment) design to build a pilot center for temporary storage of hazardous domestic waste in the municipality of Razgrad. • Successful implementation of Author’s supervision during construction the construction works of a pilot center for temporary storage of hazardous domestic waste in Razgrad municipality. • Successful construction of a pilot center for temporary storage of hazardous domestic waste in Razgrad municipality, according to detailed works design. 5. Expected results With the implementation of this contract the following key results are expected to be achieved: Developed and approved by the Contracting Authority of Works (investment) design to build a larger pilot community center in the municipality of Razgrad, in accordance with the requirements of Regulation № 4 of 21 May 2001 on the scope and content of investment projects to the Law on Spatial Planning; Implemented author’s supervision during the construction. Built and putted into operation large pilot center on the territory of Razgrad municipality. 6. Assumptions and risks 6.1. Main assumptions With a view to efficient and quality performance of this contract the following key assumptions were made related to the implementation of activities subject to this terms of reference: Implementation of effective and smooth cooperation between all stakeholders in the framework of this contract, namely: Contracting authority – EMEPA, Contractor, Razgrad municipality; Implementation of the tasks provided in the terms of reference in accordance with the line-planned timetable and financial resources; Ensuring adequate support from the relevant stakeholders / persons; Availability of sufficient information for the smooth implementation of planned activities; 6.2. Identified risks The main risks that can lead to difficulty in performing tasks under this technical specification are: Difficulties and / or delays in obtaining the necessary permits. Difficulties / delays in obtaining information from the relevant authorities. Occurrence of changes in national and / or European legislation in the field of design, author supervision, construction, management of hazardous domestic waste.
