16Note in cases where the start date of the action is before the grant agreement is signed by both parties, i.e. before it has entered into force, according to Article 130 (1) of the Regulation EU, EURATOM) No 966/2012 (Financial Regulation applicable to the general budget of the Union; hereinafter “General Financial Regulation” or “GFR”), it is required that the beneficiary can demonstrate to Fusion for Energy the need to start the action before the agreement is signed.
