ACTIVATING THE CARD SERVICE. Your Primary Administrator must request, and we must approve, your ability to use Cards to access funds in your Card Account. Upon our approval, your Primary Administrator may request one or more Cards for use by the Primary Administrator and one or more Authorized Users. Each Card that we issue to you, a Primary Administrator, or Authorized User must be activated before you can use the Card for a transaction, as set forth in Section 3.
