Any Member of a Consortium Body may, during the meeting, may add an item to the original agenda at any time prior to the meeting provided a majority of two thirds of the Members agree to add such agenda item and during the meeting provided that all Members of a the Consortium Body are present or represented and a majority of two thirds of the Members agree to add such agenda item.
