AGREEMENT PURPOSE. Section 1.1. This Agreement, which may be referred to as the “Blue Contract,” entered into by the City of East Cleveland, hereinafter referred to as the “Employer” or the “City,” and the East Cleveland Police Department Fraternal Order of Police Lodge No. 39/Ohio Labor Council Inc., hereinafter referred to as the “Lodge,” the “FOP,” or the “Union,” has its purpose as the following: To comply with the requirements of Chapter 4117 of the Ohio Revised Code, and to set forth in its entirety the full and complete understandings and agreements between the parties governing the wages, hours, terms and conditions of employment for those employees included in the bargaining units as defined herein.
