All-Way Stop Controlled Intersection. 47th Street and East Avenue / Eberly Avenue is a four-legged all-way stop controlled intersection. The multi-lane all way stop-controlled intersection produces long periods of delay, stop and go conditions, and driver right-of-way confusion. These characteristics typically result in angle, rear end, and sideswipe crashes within the project limits during the period of 2007 - 2012. These safety concerns are highlighted by the fact that, according to the IDOT Five Percent Reports for 2009 – 2012 the intersection was listed as a 5% location for each of the four years. This intersection is highly urbanized with numerous closely spaced commercial driveways. During field observations, vehicles from all approaches divert their routes to Bluff Avenue or other side streets once the vehicular gates are lowered. It was also noted that vehicles at the 47th Street and East Avenue / Eberly Avenue intersection are ‘hurried’ and do not make complete stops at the intersection, further enabling driver confusion and crashes.
