Allocation of Flow. Whenever the Restriction Stage or the Emergency Stage is in effect, the Aqueduct shall daily calculate and advise each user (as defined herein), and the Moderator, of each user’s allocated fair share of the water available from the subject portion of the Potomac River in accordance with this Section C.
