Annual Operating Budget and Operating Plan. Prior to the start of each fiscal year, Licensee will submit its park operations budget and capital budget, which shall include all costs associated with the maintenance and operations of the Licensed Premises, to the Commissioner for review and written approval. The Licensee shall set forth in reasonable detail the amounts proposed to be allocated, but not limited, to general maintenance, public art, public programs, concessions, and communications, including salaries and benefits of any employee primarily engaged in those activities.
