ANY PROVISION EXCEPT WAGES AND HOURS. A. To meet changing conditions in the Construction Industry, it shall be within the jurisdiction of the negotiators of the Painters and Allied Trades District Council No. 36 Master Labor Agreement, upon approval of a majority of the members present at a specially called meeting to suggest and consider amendments to this on any provisions, except hours and wages which they may recommend to the membership of the FCA affiliate organizations and District Council No. 36 hereto. The negotiations on said recommendations shall be restricted to the topics specified therein.
