Appeal Limitations. Any grievance not appealed in writing and 23 presented to the next higher level within 14 calendar days after a decision has been 24 rendered shall be considered settled on the basis of the last decision. The grievance 25 can be withdrawn in writing within the 14-day period, in which case the original circum- 26 stances are restored and that grievance is closed.
