Application of Penalties, Fines and Damages. 39 All penalties, fines and/or other damages paid to the Sector shall, first, be applied to the cost of 40 enforcement of such violations and, second, any remaining amounts shall be applied to the costs 41 and expenses of the administration, management and preservation of the Sector.
