Arbitral Tribunal Procedures. 1. An arbitral tribunal established pursuant to Article 20.10 (Establishment and Reconvening of Arbitral Tribunals) shall adhere to this Chapter. The arbitral tribunal shall apply the rules of procedure set out in this Chapter's Rules of Procedure Annex unless the Parties agree otherwise. On the request of a Party, or on its own initiative, the arbitral tribunal may, after consulting the Parties, adopt additional rules of procedure which do not conflict with the provisions of this Chapter or with the Rules of Procedure Annex. 2. An arbitral tribunal reconvened under Article 20.15 (Compliance Review) or Article 20.16 (Compensation and Suspension of Concessions or other Obligations) may establish its own procedures which do not conflict with this Chapter or the Rules of Procedure Annex, in consultation with the Parties, drawing as it deems appropriate from this Chapter or the Rules of Procedure Annex.
