Arbitrator: Methods and Limits of Authority. The decision of the arbitrator shall be final and binding upon the employee, the City and the Union. The arbitrator shall have no power to rule contrary to, amend, add to, modify, change or to eliminate any provision of this Agreement. The arbitrator shall expressly confine himself to the precise issue submitted for arbitration and shall have no authority to make an award on any issue not submitted to arbitration. The arbitrator's decision and award shall be in writing and delivered at a time mutually agreed to by the City and the Union.
