All changes to an undertaking designed to avoid historic properties (e.g., project modifications, redesign, or elimination; redefining maps or changing specifications of proposed activities; removing old or confusing project markings or engineering stakes within historic property boundaries), shall be completed prior to initiating any undertaking activities.
