Based Framework. The Upper Grande Ronde River Watershed Partnership is a consensus-building Partnership. Consensus is defined as a decision that all parties support. Consensus will be determined to be reached when all Stakeholder Committee members present at the meeting agree to one of the following statements: • I agree with the decision and will publically support it. • I agree with the decision but will refrain from publically supporting it. • I can live with the decision (and will not disparage it in public). All decisions made by the Stakeholder Committee will be made by requesting the Stakeholder Committee members raise their hand or verbally support one of the above statements.
