Break Relief Nurses. Staffing plans will include strategies to more consistently enable nurses to take meal periods and rest breaks as required by the Agreement, and to encourage nurses to use their meal period and rest break opportunities. The topic of break relief shall be discussed at every Staffing Committee meeting, including hiring status of break relief nurses, effectiveness of relief approaches and priorities for improvement. A break relief nurse shall serve on the Staffing Committee. Beginning within two weeks of ratification, ▇▇▇▇▇▇▇▇ agrees to post and make reasonable efforts to hire twelve (12) nurses in positions totalingl0.5 FTEs in the Float Pool who shall be assigned primarily to providing meal period and rest breaks for all shifts. Break Relief Nurses. A Break Relief Nurse is a registered nurse who is temporarily assigned the role of relieving employees from their patient assignments for their rest breaks and/or meal period. The Break Relief Nurse shall not receive a permanent patient assignment or be assigned to a concurrent role except in emergent situations. Employer will make a good faith effort to assign an adequate number of nurses to provide break relief. This Article does not apply to clinics or EvergreenHealth Home Care Services but does apply to the Hospice Care Center.

Nurses who are assigned to work as Break Relief Nurse will receive $3.00 per hour for that work in addition to the appropriate rate set forth in paragraph A above.
A. In contrast to the more traditional approaches of vacation, holiday, and sick leave, Hospital combines the total of nurse time off into two banks: paid leave hours (“PLH”) and extended illness hours (“EIH”). Nurses may use PLHpaid leave hours (“PLH”) for a variety of purposes, such as short-term personal illness, family emergencies/illness, vacation, holidays, religious observances, preventive health and dental care, and other excused absences. Some employees may also have a legacy bank of extended illness hours (“Legacy EIH”) that can be used but are not subject to additional accrual. The Legacy EIH bank is considered short-term disability coverage providing financial protection for extended illnesses or disabilities that last for more than five calendar days or starting with the first day of Hospitalization. (This includes ambulatory surgery procedures in a surgery center or Hospital or other verifiable medical/dental surgical procedures necessitating time away from work.) EIH may be taken in one-hour increments. Up to forty (40) hours of PLH accrued each calendar year or previously accrued EIH may also be used for any purpose covered by Oregon Sick Leave law including reasons covered by Oregon Family Medical Leave, Oregon’s domestic violence and stalking law, and for public health reasons. The first 40 hours of PLH and Legacy EIH used per calendar year for a reason covered by Oregon Sick Leave will be counted as Oregon Sick Leave.

The Medical Center is responsible for providing rest 17 and meal periods to Registered Nurses (including lactation accommodations) 18 consistent with applicable state law; it is the nurse’s responsibility to take 19 them when offered or to escalate their inability to take them to their charge 20 nurse.

A nurse providing rest and meal coverage must have the unit 22 competencies to provide care and is responsible for assuming care for 23 a nurse’s patient assignment so that nurse can take uninterrupted rest 24 periods and meal periods. A nurse providing rest and meal coverage 25 who has a task for which the nurse may not be comfortable performing 26 or may need assistance to complete shall escalate to the unit charge 27 nurse to obtain necessary assistance. 28
