Bumping Rights – Permanent Layoff. An employee who is laid off may exercise his/her seniority to bump within his/her classification into another classification provided that the Company is satisfied that the employee is a Qualified Employee as defined in Article 21.03 and further that the employee possesses greater skill, ability, aptitude and has demonstrated greater effort than the incumbent in the position.
