CAREER DEVELOPMENT COUNSELING. A. Employees shall be given reasonable opportunity and time necessary to discuss their career development with their supervisors. B. If an employee becomes dissatisfied with his/her job because of limited advancement possibilities or changing career goals: 1. The employee may request to meet with an appropriate Employer Human Resources representative for the purpose of career counseling; 2. The employee’s request, if any, for a lateral reassignment to a different job or for a change to a lower-grade job shall not be considered a factor in any adverse action concerning that employee under Article 17, Disciplinary and Adverse Actions.

An employee may request a meeting with the appropriate Agency representative for the purpose of career counseling. An employee’s request for a lateral reassignment to a different job or a change to a lower- grade job shall not be considered a factor in any adverse action under Article 25, Disciplinary and Adverse Actions, concerning that employee.
