CAREER DEVELOPMENT AND TRAINING. 0l General The parties recognize that in order to maintain and enhance professional expertise, employees, from time to time, need to have an opportunity to attend or participate in career development activities described in this Article.
CAREER DEVELOPMENT AND TRAINING. General
19.01 The parties recognize that, in order to maintain and enhance professional expertise, employees need opportunities from time to time to participate in career development and training activities described in this Article. Participation in such activities is subject to operational and budgetary considerations, and should be equitably distributed among members of the bargaining unit having regard to specific individual needs. Professional Development
(a) An employee shall have the opportunity on occasion to attend conferences and to participate in training programs which support current and future roles required by the organization.
(b) An employee on occasion may be granted approval to participate in work exchanges and research projects related to the employee’s field of specialization.
(c) An employee participating in activities under this clause will be reimbursed reasonable expenses including registration fees, tuition and travel expenses.
(d) An employee shall not be entitled to any compensation under Article 10 (Overtime, Call-Back and Standby) and Article 11 (Travelling Time) in respect of participation in activities under this clause unless such participation was directed by the Employer and not voluntary on the part of the employee.
CAREER DEVELOPMENT AND TRAINING. General
18.01 The parties recognize that, in order to maintain and enhance professional expertise, employees need opportunities from time to time to participate in career development and training activities described in this Article. Having regard to specific corporate needs and operational and budgetary considerations, the Employer shall endeavour to equitably distribute participation in such opportunities among members of the bargaining unit.
(a) An employee shall have the opportunity on occasion to attend courses, training sessions, conferences and seminars, and to participate in training programs which support current and future roles required by the Employer.
(b) An employee on occasion may be granted approval to participate in work exchanges and research projects related to the employee's field of specialization.
(c) An employee participating in activities under this clause will be reimbursed reasonable expenses including registration fees, tuition and travel expenses (in accordance with the Employer's Travel Policies). An employee invited to participate in a conference in an official capacity, such as to present a formal address or to give a course related to the employee's field of employment, may be granted leave with pay for this purpose and may, in addition, be reimbursed for their payment of convention or conference registration fees and reasonable travel expenses.
(d) Where an employee’s participation in a training program requires a significant financial investment on the part of the Employer, the Employer, the employee and the authorized representative of the Institute may enter into an agreement establishing the terms and conditions of the employee's participation including, where deemed necessary, an undertaking on the part of the employee to remain in the service of the Employer for a mutually agreed period of time. Any such agreement will be consistent with the terms of this collective agreement.
(e) An employee shall not be entitled to any compensation under Article 8 (Overtime, Call-Back and ▇▇▇▇▇▇▇) and Article 9 (Travelling Time) in respect of participation in activities under this clause unless such participation was directed by the Employer and not voluntary on the part of the employee.
CAREER DEVELOPMENT AND TRAINING. Section A--Policy:
CAREER DEVELOPMENT AND TRAINING. 51.1 The University has established career development activities and resources to provide opportunities for employees to build their skills and develop their careers which benefit the individual employee as well as promote improved performance and efficiency of the University.
a) developing programs to enhance skills development;
b) providing opportunities, such as secondments, for employees to build skill profiles and develop their careers; and
c) encouraging a supportive environment for career development and promoting equitable access to training.
51.2 Planning for career development and training is a shared responsibility between the employee and their supervisor. Although an ongoing process, this planning is formalised through performance review and development processes.
51.3 Training and career development opportunities undertaken by an employee will be based on:
a) the current and future skill needs of the work area and the individual employee;
b) the relevance of the activity to the needs of the University and the individual employee;
c) encouraging employee’ participation in on-the-job/off-the-job training within the appropriate budgetary provisions;
d) the impact of the activities on service delivery requirements.
CAREER DEVELOPMENT AND TRAINING. E9.01 Where, in the opinion of the Employer, the activities described in this Article assist the Employer in achieving its goals and are likely to be of assistance in:
(a) Maintaining and enhancing the employee’s professional expertise, or
(b) Furthering the employee’s career development
E9.02 Participation in the activities described in paragraph E9.01 is subject to operational and budgetary considerations, and should be equitably distributed among members of the bargaining unit having regard to specific needs.
E9.03 An employee on occasion may be granted approval to participate in work exchanges and research projects related to the employee’s field of specialization.
E9.04 Where an employee's participation in a training program requires a significant financial investment on the part of the Employer, the Employer, the employee and the authorized representative of the Institute may enter into an agreement establishing the terms and conditions of the employee's participation including, where deemed necessary, an undertaking on the part of the employee to remain in the service of the Employer for a mutually agreed period of time. E9.06 An employee shall not be entitled to any compensation under Article C-3 (Overtime) or Article C-6 (Travel Time) for participation in activities described in this Article unless such participation was directed by the Employer.
CAREER DEVELOPMENT AND TRAINING. The Employer will encourage interested employees to develop career objectives and plans. These development plans should be jointly determined by the Employer and employee and periodically revised to reflect changing objectives and opportunities.
CAREER DEVELOPMENT AND TRAINING. Section 1. It is the policy of OPIC to carry out a program of Employee development on a continuing basis that will provide an opportunity for Employees to grow toward their occupational goals related to short and long-range job requirements of the Corporation. The Employer agrees to allocate an appropriate share of the training resources toward those Employees in lower grades in order to provide them with opportunities for upward mobility.
Section 2. The Employer and the Union also recognize that each Employee is responsible for applying reasonable effort, time, and initiative in increasing his or her potential through self-development and training. The Employer and the Union agree to encourage Employees to take advantage of training and educational opportunities which will add to skills and qualifications needed to increase their efficiency in the performance of their duties and those needed for advancement.
Section 3. It shall be a primary goal of training and career development to improve the status of women and minorities in order to fulfill the goals of Equal Employment Opportunity (EEO).
Section 4. A training and career development committee (including Upward Mobility) will be established by the Employer. The Union will be entitled to representation on such committee and will select its Representative.
Section 5. The Employer will pay expenses in connection with the approved training requests. Such expenses will be in accordance with OPM regulations.
CAREER DEVELOPMENT AND TRAINING. The Employer shall provide information to the Union regarding the Employer’s workforce composition by grade level, sex, and race, to the extent not excluded by applicable laws, rules, or regulations.
Section 1. The Employer recognizes that employee development and training is one way to improve the efficiency and economy of its operations by (1) developing a well-trained work force, (2) assisting employees to achieve their highest potential consistent with OJP’s needs, and (3) motivating employees to contribute to the success of OJP’s mission. The Parties agree that Career Development and Training shall be administered in accordance with applicable laws, rules, and regulations, and this Agreement.
Section 2. The Employer recognizes its obligation to provide employees with whatever training it determines to be necessary, within the limits of practicability and budget constraints, to perform their official duties. Absent any Employer identified business need for training, employees will receive equitable consideration for training in accordance with applicable laws, rules, and regulations, and Article 7, Section 1 of this Agreement.
Section 3. All Employer-funded training must be mission-related and requested and approved in advance. Consideration will be given to the employee’s current duties or duties he or she can reasonably be expected to perform in the future at OJP. The Employer will determine the availability of training funds and how training funds can best be utilized to maximize the usefulness of such training for OJP.
CAREER DEVELOPMENT AND TRAINING. A. The DWSD and the Union recognize the need to provide training and career development opportunities for employees which will develop their skills, knowledge, and abilities to effectively carry out duties and responsibilities of their current classification, and to qualify for more responsible positions in the future. The Director of DWSD, with the input and advice of union leadership, shall develop a DWSD employee training program, a DWSD employee assessment program, and a DWSD apprenticeship training program.
B. The DWSD subscribes to the principle of promotion from within, and, in keeping with that principle, DWSD agrees to focus some of its resources toward those employees in lower job classifications in order to provide opportunities to train and enter new careers.
C. The DWSD and the Union agree that one of the major goals of training and career development is to achieve a representative work force at all levels of DWSD.
D. In consequence of the foregoing, DWSD and the Union agree: Employees will be recruited from the AFSCME bargaining unit to be trained in programs leading to career advancement. Selection shall be made from among those meeting the prerequisites for the training programs.
E. The DWSD and the Union recognize that technological or other changes may occur during the term of this Agreement. Whenever such changes occur, bargaining unit members will be offered opportunity for training, retraining or reassignment whenever possible.
F. To insure that employees are adequately trained, The Human Resources Unit may conduct periodic training need assessments and employee performance reviews.
