Case conclusion. With describing and analyzing the dike improvement project I want to end up with an answer for the fourth sub-question I explained in the introduction of the thesis. The other three sub-questions are already answered in the previous expert interview part. The fourth sub-question is defined as followed: Overall the acceptance of this new approach has been positive to this new planning tool. The energy and expertise which is being created in the process of getting to a CBA brings up ‘hidden issues’ and exposes relations between actors. It forces actors to come together and get to a negotiated and supported plan. In the case the first goals was to improve the dike by Waternet. This was necessary and needed to be done. While searching for shared benefits, an intense deliberation process was started. By interviewing all the stakeholders, give them the possibility to show what is really important for them, a deliberative process was started. Also, the first public meeting was an important milestone for this process. The first problem is the legal aspect, that of legal enforceability. The second problem is the problem of the role integrity. The first pilot to a CBA in the Netherlands is not only experimental in that way, but is an exemption to what a CBA should be. The developer is a public actor and collides therefore with other responsibilities and tasks as well: the developer is like the mythological figure Hydra, with multiple voices. This is something which I did not experience in another experimental case (see box 1) in which the developer is a private actor and wherein role integrity and legal enforceability are not in danger. This case, despite it is not as far yet as the dike improvement project, is different. The period of this project is aligned with the period of the dike improvement project, but differs in terms of a different developer and different goals.
