Cash and Cash Equivalents and Restricted Cash. Cash and cash equivalents consist of all unrestricted demand deposits and funds invested in highly liquid instruments with original maturities of three months or less and typically exceed federally insured limits. We periodically assess the financial condition of the institutions where these funds are held and believe that our credit risk is minimal. In accordance with our policy, unless they may be covered by funds on deposit, outstanding checks are classified as trade accounts payable rather than negative cash. As of December 31, 2019 and 2018, trade accounts payable included $39 million and $57 million, respectively, of outstanding checks that were reclassified from cash and cash equivalents. Restricted cash includes cash held by us that is unavailable for general use and is comprised of amounts advanced to us by certain equity method investees related to the construction of fixed assets where we serve as construction manager. Cash and Cash Equivalents and Restricted Cash. The Company considers all highly liquid investments with a maturity of three months or less, when purchased, to be cash equivalents. Cash equivalents are primarily invested in money market funds. The carrying amount of the Company’s cash equivalents approximates fair value due to the short maturity of the investments. Research and Development Research and development expenditures, including direct and allocated overhead expenses, are charged to expense as incurred. See Note K regarding acquired in-process research and development in 2003. Royalties The Company may be required to remit royalty payments based on product sales to certain parties under license agreements.
