Chair of Tributary Committee. The Parties shall choose and the District shall fund a neutral third party to act as the Chair of the Tributary Committee. The Chair of the Tributary Committee shall have the same responsibilities and authorities with regard to the Tributary Committee as the Chair of the Coordinating Committee has with regard to the Coordinating Committee. At least every three years, the Tributary Committee shall evaluate the performance of the Chair of the Tributary Committee.
