Changes in Qualifications. 1. To the extent possible, and absent any emergency conditions, changes in qualifications needed to compete in promotional selection processes shall be transmitted in a reasonable amount of time to allow persons to prepare themselves to meet any additional or expanded examination eligibility qualifications. 2. The best interest of the majority of involved employees and of the department will be a deciding factor in all cases.
