A Standard is policy or standard, including adequacy criteria to provide for the reliable regional and sub-regional planning and operation of the BPS, consistent with Good Utility Practice A Standard shall generally have the following characteristics: • Measurable - A Standard shall establish technical or performance requirements that can be practically measured. • Relative to NERC Reliability Standards - A Standard generally must go beyond, add detail to, or implement NERC Reliability Standards, or cover matters not addressed in NERC Reliability Standards.
