Coast Guard (USCG) Towing and Transfer Requirements. (A) The Buyer is responsible for ensuring all United States Coast Guard (USCG) towing and transfer requirements including, but not limited to, towing preparations, (both inland and ocean going), notifications, inspections, insurance, emergency response and procedures are met for the Obsolete Vessel upon departure from the Suisun Bay Reserve Fleet and for the departure of the vessel from the Shipyard.
