As in the protocol MBA, each user i privately saves a vector fi initialized to 0 that keeps track of the finalization of the components. A component is finalized when the network is in agreement on it, and from that moment on the protocol will not change it anymore. Once every component has been finalized, the protocol enables the creation of certificates that attest that the vector is indeed shared by the network, and then terminates. That is, the three-step loop is repeated until the ending condition is met, which corresponds to the creation of a certificate for the agreed-upon final vector.
