Community and Home Health Agencies. The Rhode Island Medicaid program does not permit payment to legally responsible individuals, as further defined below, for the provision of any health care related services that the legally responsible individual would ordinarily perform on behalf of a Covered Person. No Payment to legally responsible individuals shall be made unless under extraordinary circumstances and approved by the State.
