Comparison Process. a. Upon receipt, Offers will be checked for the presence or absence of required content. Incomplete Offers may be rejected. No assumptions will be made by XxxXXXX regarding the intentions of the Respondent in submitting the Offer. b. Offers and any subsequent presentations should be submitted with the most favorable terms the Respondent can offer. c. If XxxXXXX is unable to execute an agreement with the most qualified and responsible Respondent, XxxXXXX reserves the right to award the agreement to the next qualified and responsible Respondent. d.
