Complaints regarding a teacher made to any member of the administration by a parent, student or other person will be promptly called to the attention of the teacher, providing the complaint is not subject to a criminal investigation. An administrator to whom a complaint against a teacher is made by a parent, student or other person, will, where appropriate, first refer the complaint to the individual about whom the complaint was made. If the complaint cannot be resolved between the two individuals or if the complaint is of such a substantial nature that it should be handled by an administrator in the first instance, then, the administrator, within a reasonable amount of time, will notify the teacher that a complaint has been received and will be investigated. The determination as to whether the nature of the complaint is one that requires attention by the administrator in the first instance lies within the exclusive discretion of the employer.
