Conducting the Inspection for Material Completion. The Program Manager shall conduct the Inspection for Material Completion. The Program Manager shall confirm the Initial Punch List and shall add or delete such Minor Items or Permitted Incomplete Work as shall be appropriate. Where appropriate, the Program Manager shall assign completion dates for the items of Permitted Incomplete Work. At the completion of the Inspection for Material Completion, the resulting punch list shall become the “Final Punch List.” Upon successful completion of the inspection, the Program Manager shall issue a Certificate of Material Completion.
