The CAISO shall modify its Security Constrained Economic Dispatch optimization in the Real-Time Unit Commitment and Real-Time Dispatch to take into account greenhouse gas bid adders in selecting energy produced by EIM Participating Resources outside California for import into California but not when selecting EIM Participating Resources to serve load outside of California.
