Non-CAISO Facilities. The determination and charges for transmission service charges for EIM transactions on facilities that are part of the contractual or ownership rights made available to the EIM by an EIM Entity will be the responsibility of the EIM entity that made the facilities available, except that no EIM Transmission Service Provider may impose a separate charge for EIM Transfers that use its facilities.
