Contract Compliance Specialist (CCS). When desired by the Owner, a Contract Compliance Specialist (CCS) (formerly known as a Resident Engineer Inspector) may be appointed by Owner for contract administration services. Owner may request the Program Manager engage a CCS for and on behalf of the Owner, subject to instructions of the Owner, as an additional service. (See Exhibit A.)
