The following list provides allowed sources of matching funds in order of preference: (a) Cash (including donations from state or local governments) (b) Labor costs (c) Expenses associated with allowable labor cost categories that are not billed directly to program funds (d) IR&D (e) SBIR and STTR in accordance with Government guidelines (f) Overhead (excluding labor related fringe benefits)
