Criteria for School Concurrency Service Areas. SCSAs shall be established to maximize available school capacity and make efficient use of new and existing public schools in accordance with the LOS standards, taking into account minimization of transportation costs, limitations on maximum student travel times, the effect of court approved desegregation plans, and recognition of the capacity commitments resulting from the Local Governments’ within Alachua County’s development approvals within the SCSA and contiguous SCSAs.
