Cultural Competence/Limited English Proficiency. The PROVIDER shall assure equal access for people with diverse cultural backgrounds and/or limited English proficiency. The PROVIDER shall demonstrate a commitment to linguistic and cultural competence that includes the ability to apply an understanding of the relationships of language and culture to the delivery of services. The PROVIDER shall ensure the cultural competence of staff including documentation of training in each employee's personnel file.
