D. RESPONSIBILITIES OF THE CITY. 5. It shall be the exclusive responsibility of the Appointing Officer to determine the mission, merit, necessity and organization of any service or activity within the Department, to set standards of service and to direct the work force in meeting those standards, as set forth in the Charter of the City and County of San Francisco, Xxxxxx- Xxxxxx-Xxxxx Act and various ordinances of the City and County of San Francisco. It shall be the responsibility of the Appointing Officer to determine and implement administrative policies consistent with the intent of the Charter and other appropriate Federal, State and City and County boards, commissions, and officers. The Appointing Officer shall also be responsible for taking disciplinary action, reducing the forces under his/her jurisdiction to conform to the needs of the work of the Department, and for determining the methods, means and personnel by which the Department’s operations are to be conducted. These rights will be exercised in accordance with the provisions of this MOU.
