Decisions and recommendations. 1. The Joint Committee shall, for the purposes of this Agreement, have the power to adopt decisions in respect of all matters for which this Agreement so provides and make appropriate recommendations to the Parties. 2. Subject to paragraph 3, the decisions adopted by the Joint Committee shall, upon their entry into force, be binding on the Parties, and the Parties shall implement them. 3. If a decision of the Joint Committee can be binding on a Party only after the fulfilment of domestic legal requirements, the decision shall enter into force for that Party on the first day of the second month following the date that the Party notifies the Depository that its internal requirements have been fulfilled, unless otherwise agreed by the Joint Committee. 4.
