Decline Call for Promotion. A. When an Engineer not working as such (ESB) holding a position other than the Conductors Spareboard, declines a call for service as Engineer, they will be held as “Engineer” until the individual called in their stead returns to availability. B. When a Conductor not working as such declines a call for service as “Conductor”, they will be held as “Conductor” until the individual called in their stead returns to availability.
