Demotion and Dismissal. No bargaining unit employee who has successfully completed the probationary period and achieved tenure shall be demoted or dismissed except for just cause. A demotion or dismissal action against a tenured employee is subject to the grievance and arbitration procedure. Demotion or dismissal of a non-tenured employee during the first year of employment may not be grieved or arbitrated.
