Determination of Non-Conforming Measurements. The number of performance measurements that are determined to be non-conforming and, therefore, eligible for Tier 1 payments subject to parity standards, are limited according to the critical z-value shown in Table 1, section 5.0. The critical z-values are the statistical standard that determines for each CLEC performance measurement whether Qwest has met parity. The critical z-value is selected from Table 1 according to the monthly CLEC volume for the performance measurement.
