Determination of Whether a Reasonable Apprehension of Bias Exists. a) A Member who is concerned that a decision or decision-making process is biased against him may request, in writing, that the next level of authority determine whether the Member’s apprehension of bias is reasonable. b) Where the next level of authority receives a written request for a determination of whether there is a reasonable apprehension of bias, the next level of authority shall forward a copy of the request to the person about whom the apprehension exists and invite that person to submit a response. c) The next level of authority will determine whether a reasonable apprehension of bias exists as defined by this Article. All parties involved will be informed in writing by the next level of authority of the outcome.
