At any time prior to the delivery of the Certificate of Substantial Completion, the Developer may, by giving written notice to the City, terminate this Agreement and the Developer’s obligations hereunder if the Developer determines, in its sole discretion, that the Redevelopment Project is no longer economically feasible.
