Dispatching. Heavy-duty Tow trucks will be dispatched at the direction of law enforcement. Dispatchers will notify the appropriate HDPATSA holder for the specific zone and day of the incident details and initiate a dispatch. Tow Fee EXHIBIT “A-1” Heavy Duty Towing Bill of Rights $243.50 per hour, 2-hour minimum – The heavy duty tow rates are set by State and Local laws on an annual basis. The two-hour minimum time starts at the time of dispatch. Scene Clean-up There are no regulated fees regarding recovery scene clean-up.
