EASA Noise and Emissions Requirements for Changes to Type Design. All design changes having an appreciable effect on noise, fuel venting, or exhaust emission are classified as Major under Appendix C, section III, paragraph 8.3, and regardless of whether the change is classified as Level 1 or Level 2, shall be subject to the EASA procedures for environmental testing and approval described under paragraph 2.9.2.

The FAA retains all findings of acoustical or emissions change under paragraph 2.9.214 CFR §21.93(b) & (c).
