Effect of Issue of Permit to Use. As from the date of issue (or deemed issue under Clause 25.4) of a Permit to Use, the Phase of the Operations to which the Permit to Use relates shall be opened as a road (or, as the case may be, part of a road) within the meaning of the Roads (Scotland) Act 1984.
